This is a firmware dumper for the PSP.
Installation
Copy the EBOOT.PBP file to a ms0:/PSP/GAME/FIRMDUMP/.
User guide
Go to Game > Memory Stick and run it.
The tool will copy the PSP firmware files to /flash0 and /flash1 on the Memory Stick.
