PS Vita Theme Creator is designed to be a user-friendly creator/editor for PS Vita themes as well as including a basic icon set and icon editor. The program is distributed as a standalone .exe and does not require any .NET framework installations.
Note: No image files are provided other than the basic icon set. You will need to provide/create your own background images among others. There is an Image Reference link the shows you what images are needed and provides filenames, resolution, and file size requirements.

- Built-in Icon Creator for generating two-color icons for all stock Vita apps.
- Color picker with support for AARRGGBB color codes and a color wheel.
- Lockscreen configuration including clock color, clock position, bar background color, border color, and font color.
- Notification bar customization for bar background, icon color, text color, and icon glow color.
- Page background setup for up to 10 LiveArea pages with background images, thumbnails, and wave type selection.
- Bubble font color and font shadow settings per page.
- Individual or bulk import of app icons for all 17 factory Vita apps.
- Page indicator image customization (selected and unselected dots).
- Background music file support (AT9 format).
- Home preview and package thumbnail image support.
- Built-in link to psvt.ovh for downloading existing themes.
- Built-in Image Reference listing all required image filenames, resolutions, and file size limits.
