I was able to create a .Net GUI batch processing application for converting *.tex files into *.png files by reworking an application made by forums user Andibad to view zTex files. It has a log for tracking the conversion and the ability to automatically move any *.tex files that fail conversion to a separate folder so they can be tracked.

Please use the "Issues" tab to report any bugs found. Note that I have only tested this utility with Fantasy Life *.tex files. From the research I gather other games developed by Level 5 use the same graphics format. Let me know if this utility works with any other games so I can start maintaining a game compatibility list.
