This is a PSP port of a homebrew puzzle game Tail Tale.
The character is from the Japanese anime Angel's Tail (天使のしっぽ).
User guide
Line up 4 of more blocks of the same color (vertically or horizontally) to make them disappear.
The game is over when the block reaches the top of the screen.
