This is a custom theme based on Club Penguin: Elite Penguin Force for the homebrew application FBI.
Note that this does not affect the banner, icon, or start-up animation.
Installation
Put the contents of the .zip into sd:/fbi/theme.

This works with both the CIA and 3DSX versions.
