This is a custom theme based on Club Penguin: Elite Penguin Force for the homebrew application FBI.
Installation
Put the contents of the .zip into sd:\fbi\theme.

How to make your own FBI theme
Get the FBI source code, go to the RomFS folder and you will find all the components there.
You can use any image editor to make your own theme, then place your RomFS replacements in the theme directory mentioned earlier.
This works with both the CIA and 3DSX versions.
Note: This does not affect the banner, icon, or start-up animation.
